Why PHRF-AL ?

Why do we need a PHRF Fleet on Atwood Lake?
We want to provide fair and equitable performance handicaps for sail boats racing on Atwood Lake.
We
need a single source authority for formalizing and establishing base
ratings and adjustments for all boats racing on Atwood Lake using
performance handicap systems.
It
will further enable us to provide a method and means for members to
appeal their performance handicaps on any specific boat. (Locally and
up to the highest authority, US Sailing)
A
much needed Fleet Handbook establishes and outlines the Fleet
requirements, handicapping basis, limitations on rig and sails,
as-well-as the rig and sail verification process.
We
will be able to alleviate and rectify different ratings by different
racing organizations on Atwood Lake, by working within the guidelines
of a New detailed Handicappers Manual written specifically for PHRF-AL.
Acceptance
of our new PHRF By-Laws provides us with a formalized process or
charter which is recommended by US Sailing and adopted by other major
racing fleets in the United States.
PHRF-AL
will also provide the method and means for collecting, tabulating, and
analyzing specific qualifying race results from all PHRF racing
organizations on Atwood Lake. This will ultimately provide the basis
for changing handicaps to put them more in line with Atwood Lake
sailing conditions and typical AL race courses.
Having
our own PHRF Fleet means we will be able to have each different racing
yacht listed in the US Sailing PHRF Manual with a rating specifically
for Atwood Lake.

I. By-Laws of PHRF-AL
This document will be issued to all members of PHRF-AL.
II. Fleet Handbook
This Handbook will be issued to all members of PHRF-AL.
III. Handicappers Manual
Part I - Handicapping Counsel, Rating Process and General Definitions.
Part II - Speed Potential Ratings and Rig/Sail Definitions.
Part III - Abbreviations defined.
The
Handicappers Manual shall be issued to all members of the Handicappers
Counsel. Any PHRF-AL member may purchase a copy for his own use for $5
from the Chairman of the Handicappers Counsel.
IV. Inventory of Yacht Modifications
Form
to be completed and signed as a part of PHRF-AL yacht registration. It
is the basis for determining whether or not any modifications from a
stock boat must be examined by the Handicappers Counsel.
Copy will be filed with the Handicappers Counsel.
V. Handicapping Measurement Form
Form
to be used by the Handicappers for the purpose of obtaining yacht
measurement points, the type or class of boat as well as other
information related to the yacht under measurement. (This is the Work
Sheet used by the Handicappers in determining Speed Potential ratings)
PHRF-AL keeps this document on file for each boat measured.
Copy will be filed with the Handicappers Counsel.
VI. Handicap Certificate
This
document is issued to each boat owner, It describes the yacht and yacht
measurements, indicating the year of issue and the Handicap
calculations.
Copy will be kept on file with the Handicappers Counsel.
VII. PHRF Renewal Reminder
Reminder
form sent to each PHRF-AL member prior to the beginning of the new
racing season. It outlines the Yacht measurements from the previous
season. It is to be signed and returned to the Handicappers Counsel
certifying that no sail additions or modifications have been made to
the Yacht. This document becomes the basis for establishing the
Handicap for the current season. PHRF-AL members should make a copy and
return the original to the Handicappers Counsel where the original is
kept on file.
VIII. Racing Roster
This
document is a full list of all boats registered with PHRF-AL. It will
list each boat with the Handicap rating for the specific year for that
boat. All PHRF-AL members will receive a copy of this document before
the current racing season begins. The cut off date for printing of the
document shall be May 1st. Registration must take place before this
date for inclusion of your yacht in the current years Roster.
