Write Vince at vmplac@telerama.com SECRETARY OF THE TREASURY C. DOUGLAS DILLON (#1) [overall responsibilty of Secret Service]- on a cabinet plane bound for Japan via Hawaii along with the majority of the cabinet members, including PRESS SECRETARY PIERRE SALINGER (#1)- code book missing from plane [extremely knowledgable about motorcade planning/security] [both men out of the loop] ASSISTANT PRESS SECRETARY ANDREW HATCHER (#2)- back in Washington, D.C. [left behind, ostensibly because he was a negro, but a prominent negro member of the WHD, Robert R. Faison, guarded JFK on the Texas trip] ASSISTANT PRESS SECRETARY MALCOLM KILDUFF (#3)- making his debut: first major trip on his own [weak link- essentially a non-player] ASSISTANT TREASURY SECRETARY ROBERT A. WALLACE (#2)- vital link: "official" spokesman back in Washington, D.C. in Dillon's absence [i.e. denied that an agent was killed on 11/22/63, as the AP, UPI, and all the networks were continually reporting as fact] ACTING SECRETARY Gaspard d'ANDELOT BELIN (#"1", #3)- vital link: "stepped in" in Dillon's absence for crucial parts of 1963-1964 [see 18H810-815; 933-934; see also R. WINKS' "Cloak and Gown", p. 275] Belin was married to Harriet Lowell Bundy, a member of the William and McGeorge Bundy family [July 1997 "Fourth Decade"; any relation to DAVID Belin?...]! SECRET SERVICE CHIEF JAMES J. ROWLEY (#1)- attending a luncheon in Washington, D.C w/ Asst. Sec. Wallace.; involved with / on many important trips with JFK [out of the loop] DEPUTY CHIEF PAUL J. PATERNI (#2)- critical link:involved in critical limousine inspection with Floyd Boring, beating Chief Rowley, Roy Kellerman, and the FBI to the punch (skull fragments, bullet fragments, car damage noted[CD80; 5H67;7H354;13H65) [had been a member of the OSS during WWII with James Jesus Angleton and Ray Rocca, later liaison to the WC!("Who's Who in the CIA" by J. Mader; see also "Cloak and Gown", p. 363, and "The Old Boys" by B. Hersh, p. 182)] In addition, Paterni was involved in the investigation of LHO's income tax check right after the assassination [May 1997 "Fourth Decade"]. Also, Paterni checked on the CIA connections of suspects Mosley and Homer Echevarria for the Chicago field office- the matter was then summarily dropped by Paterni's headquarters telling the field office agents to send all memos, files, and notebooks to D.C. and not to discuss the case with anyone! Finally, Inspector Thomas J. Kelley, liaison to WC, was assigned by Paterni to go to Dallas to speak to LHO SPECIAL AGENT IN CHARGE (SAIC) GERALD A. "JERRY" BEHN- also back in Washington, D.C. on his first full vacation [joined Secret Service WHD in 1941]; was dead set against the Trade Mart; had a record for protecting JFK in motorcades (i.e. Mexico City 1962) [out of the loop- against protocol: #1 and/ or #2 to be w/ JFK] ASSISTANT SPECIAL AGENT IN CHARGE (ASAIC-#2) FLOYD M. BORING- also back in Washington, D.C. but IN CHARGE OF PLANNING THE TEXAS TRIP! [strong link- involved in Trade Mart decision (4H337), usurping Behn's adamant stance against the use of this site, which thus determined the speed of the cars, the route, and the security of the inferior building; involved in PRS/ threat checks which netted nothing (2H107-108; HSCA II 523; 4H432); gave advance agent Win Lawson the Dallas assignment although he only had a few months experience (4H342); see author articles in the May and November 1995 Fourth Decade journals] ASSISTANT SPECIAL AGENT IN CHARGE (ASAIC-#3) ROY H. KELLERMAN- on first major trip on his own in a supervisory capacity without either Behn OR Boring! [weak link- power and authority usurped by Emory Roberts, Bill Greer, and Floyd Boring, among others; proved ineffective on 11/22/63; told two different stories about what JFK could not have said in the first place after he was shot, as well as making up the notion that JFK was reaching to a point behind him where he was shot (2H73; S&O/FBI interview)] ADVANCE AGENT WINSTON G. LAWSON- weak link: although a member of the AFIO (Assoc. of former Intelligence Officers), this former CIC officer took the heat for his often-forgotten partner from 11/13-11/22/63(17H601), ADVANCE AGENT DAVID B. GRANT- crucial link: physically joined Lawson on 11/18/63 and was involved in the critical security meetings with Betty Forsling Harris, the DPD/Curry, and others which resulted in a) a deleted squad car; b) changes in the motorcade's original order of vehicles; c) the depletion of 18 motorcycles down to four NON-flanking units; d) the removal of the press, photographers, Cecil Stoughton, Dr. Burkley, Godfrey McHugh, and Ted Clifton towards the rear of the motorcade, away from JFK, against traditional protocol: being CLOSE to JFK ( see May 1995 Fourth Decade article by author). Grant worked with Boring as an advance agent on JFK's cancelled trip to Chicago (11/2), the trip to Florida (11/18), and, of course, the trip to Texas (11/13-11/22 [11/21-11/22]). Grant (who was stationed at the Trade Mart and who later stayed behind to help Curry with the homicide investigation along with Lawson) had to have known of all the known threats to JFK in the month of November, among other things... [lead car: Lawson, Dallas SAIC Forrest V. Sorrels (had to act on the authority of the WASHINGTON agents), DPD Chief Jesse Curry (essentially a non-player somewhat out of the loop), Sheriff Bill Decker- told his men to stand down on the morning of 11/22/63] [pilot car: included Democratic National Committee advance man Jack Puterbaugh* (often blamed for the Trade Mart decision and the motorcade route change, among other things- role not clear) and Lt. Col. George Whitmeyer, who taught Army intelligence and was not scheduled to be in the motorcade (see newly-released HSCA documents re: interview with Lawson 1/31/78)! Lawson himself had been an Army counter-intelligence officer (4H318)] *DNC ADVANCE MAN JERRY BRUNO(#1)- on Texas trip but not in Dallas; along with SAIC Behn, dead set against the Trade Mart ("The Advance Man" by Bruno, pp. 89-92)[out of the loop]; *DNC ADVANCE MAN MARTY UNDERWOOD- on Texas trip but not in Dallas: advanced JFK to Houston(11/21) and the proposed trip to Austin (11/23); Kenneth P. O'Donnell- a weak link- took the flack for advancing JFK to Dallas; Underwood harshly criticized the choice of route to me and Harrison Livingstone ( "The Third Alternative", p. 35; "High Treason 2" by H.E.L., p. 442)[out of the loop] ATSAIC (ASSISTANT TO THE ASAIC'S) STEWART G. STOUT- out of the loop: stationed at the Trade Mart; shift leader of the 4 p.m. to 12 midnight shift: SA's Samuel E. Sulliman, Richard E. Johnsen [CE399], Ernest E. Olsson, Jr., and Andrew E. Berger ATSAIC ARTHUR L. GODFREY- out of the loop: in Austin at the Commodore-Perry Hotel; shift leader of the 12 Midnight to 8 a.m. shift: SA's Gerald S. Blaine, Kenneth S. Giannoules, Gerald W. O'Rourke, Paul A. Burns, and the aforementioned Robert R. Faison [negro] ATSAIC EMORY P. ROBERTS- vital link: in command of the other seven agents in the follow-up car for all three major trips in November, 1963- Chicago (11/2-cancelled at last moment), Florida (11/18), and Texas (11/21-11/22). Had the most important of the three shifts- the 8 a.m. to 4 p.m. shift. This was the shift that was to actually PROTECT JFK in Dallas: SA's Samuel A. Kinney (driver), George W. Hickey, Jr. (AR-15), Paul E. Landis, Jr.(Jackie), Clinton J. Hill (Jackie- not originally scheduled for Dallas), Glenn A. Bennett (PRS- FIRST TRIP EVER, RIDING IN THE FOLLOW-UP CAR, ALTHOUGH HE WAS AN ADMINISTRATOR!**), William "Tim" McIntyre, John "Jack" D. Ready, Donald J. Lawton (left at Love Field- why not Bennett???), and Henry J. Rybka. Roberts recalled agent Rybka at Love Field and agent Ready on Elm Street AND ordered the agents not to move even after recognizing the first shot as a rifle blast; Roberts would go on to usurp ASAIC Kellerman's authority at Parkland Hospital (see author article in the Oct. 1996 JFK/DPQ journal)! **SAIC OF PRS ROBERT I. BOUCK(#1), ASAIC CHESTER J. MILLER(#2), PRS SA's JAMES K. "JACK" FOX, WALTER PINE, DALE WUNDERLICH, and MAX D. PHILLIPS- back in Washington, D.C. [out of the loop, with the possible exception of Bouck, who was aware of the pre-11/22 threats] DRIVER WILLIAM R. GREER- vital link: turned around in his seat twice to stare at JFK without speeding up and evacuating the scene, even disobeying a direct order from less than two feet away from him in the front seat by none other than ASAIC Kellerman to get out of line- this all occured before the fatal shot arrived and was denied by Greer before the FBI and the WC. SAIC OF V.P. (LBJ) DETAIL H. STUART KNIGHT(#1)- back in Washington, D.C., although transfer was not to become effective until Monday, 11/25/63 [out of the loop] ASAIC RUFUS W. YOUNGBLOOD(#2)- vital link: involved with Roberts in commandeering LBJ out of Parkland hospital and aboard AF1; on Elm Street, allegedly covered LBJ (who wasn't even a target) after the first shot, although fellow passenger ralph Yarborough stated that this never happened: not only did Rufus never leave the front seat, but, according to the senator, the agent and LBJ were listening to a walkie-talkie with the volume set too low for the Senator to hear what they were picking up ( "The Death of a President", 1988 Edition, p. 166; "Crossfire", p. 250; Manchester reports that Dave Powers, who rode in the follow-up car, agreed with Yarborough!). Youngblood was in charge of fellow V.P. agents Thomas "Lem" Johns (ATSAIC/ #3 man), Jerry D. Kivett, Warren "Woody" Taylor (Lady Bird), and Michael J. Shannon (all but Shannon rode in the V.P. SS follow-up car in Dallas). MISC. WHD AGENTS OUT OF THE LOOP: William C. Davis (D.C.), Robert L. Kollar (D.C.), Toby J. Chandler (SS school, D.C.), Morgan L. Gies(D.C.), Wade J. Rodham (Atoka, VA), John J. "Muggsy" O'Leary (Love Field), Ned Hall II (Fort Worth), William L. Duncan (Fort Worth), Ronald M. Pontius (Houston), Jim Goodenough (V.P. SA- Houston), Lubert "Bert" F. de Freese (Houston), Dennis R. Halterman (San Antonio), J. Walter Coughlin (San Antonio), John F. Yeagar (Austin), Robert R. Burke (Austin), William B. Payne (Austin), (?) Lockwood (Austin), V.P. SA Donald Bendickson (LBJ Ranch), and fellow V.P. SA Jerry Bechtle (LBJ Ranch) ADVANCE AGENT SUMMARY: Lawson and Grant (Dallas), Duncan and Hall (Fort Worth), Kivett (V.P.-Fort Worth), Pontius (Houston), Goodenough (V.P.-Houston), Halterman (San Antonio), and Burke w/ Payne and Yeager (Austin) SOURCES: 1) AGENTS INTERVIEWED BY WARREN COMMISSION: LAWSON, SORRELS, GREER, KELLERMAN, HILL, YOUNGBLOOD, HOWLETT, KELLEY, ROWLEY, BOUCK + DILLON 2) AGENTS INTERVIEWED BY FBI: KELLERMAN, GREER, BEHN + ROWLEY 3) AGENTS INTERVIEWED BY HSCA: LAWSON, SORRELS, GREER, KELLERMAN, KELLEY, ROWLEY, BOUCK, BEHN, READY, McINTYRE, KINNEY, BENNETT, JOHNS, de FREESE, MARTINEAU, GRIFFITHS, NOONAN, JAMISON, BAILEY, BOLDEN, SIMS + KLAPKOWSKI 4) AGENTS INTERVIEWED BY WILLIAM MANCHESTER: BEHN, BLAINE, DILLON, FOSTER, FOWLER, GREER, HILL, JOHNS, KELLERMAN, KELLEY, KINNEY, O'LEARY, PETERSON, ROBERTS, ROWLEY, SORRELS, WARNER, WELLS, YOUNGBLOOD, WILSON 5) KNOWN AGENTS INTERVIEWED BY JIM BISHOP: GREER, KELLERMAN, ROWLEY, KELLEY 6) PRESIDENTIAL LIBRARY ORAL HISTORIES: JFK LIBRARY- BEHN , BOUCK, and BORING [JUST RELEASED Jan. 1998!] LBJ LIBRARY- ROWLEY AND YOUNGBLOOD TRUMAN LIBRARY- ROWLEY AND BORING HOOVER LIBRARY- GEORGE C.
