Mr. John Deutch Director of Central Intelligence Agency Washington, D.C. 20505 Dear Sirs: My name is Ralph McGehee and I am a 25-year decorated veteran of the CIA. I was a severe critic of the Agency during my last years of employment and I remain one today. On 24 April 1995, I sent a letter to the Acting Director of the CIA and to the Director of the FBI concerning what I consider to be an illegal operation targeting me. The operation involved rather overt harassment including strong indications that my phone was tapped, my house bugged, obvious vehicular surveillance, implicit phone threats, staged confrontations in local establishments and possibly in other ways that I have not identified. A recent article in "The New Yorker," mentioning me, may or may not be part of this operation. John E. Collingwood, Inspector in Charge, Office of Public and Congressional Affairs of the Federal Bureau of Investigation responded to my 24 April letter saying "I can assure you the FBI is not responsible for the alleged problems you are experiencing. If you believe you are under investigation or surveillance by an agency other than the FBI, you may wish to correspond directly with that agency." If the FBI and the Joint FBI/CIA Counterintelligence Center are not responsible, then it has to be the CIA's Office of Security as this is the only other element with that sort of investigatory responsibility and ability. If you make queries re this matter may I suggest that the response from that office would be that I was under investigation for involvement with some foreign government and that the investigation has been concluded (with negative results). This I believe is the typical way Agency personnel try to hide their illegal actions from Presidents and Directors. I request that you make these enquiries for me and please advise me of the result.
