C. 20505 Dear John Wright: I am writing a request under the Freedom of Information Act, 5 U.S.C. Section 522 and the Privacy Act 5, U.S.C. Section 552a. If the response to my request is not satisfactory I will make an administrative appeal, and ask for the name of the official to whom such appeals should be addressed. If the request is denied, I realize I have to be told the grounds of the denial. In such case I will seek detailed justification. The law allows the CIA to withhold specific categories of information but it does require you to release segregable portions that are left after exempt material is deleted. I filed an earlier request that was completed and answered by Lee S. Strickland in his letter of 12 April 1988. In this request I am asking for any information subsequent to the former request. I specifically am asking for information relating to the Office of Security's and other elements of the CIA in investigating and harassing me especially in the past two years. I realize that "investigative" information probably is not releasable. But I request that you release any information relating to harassments accompanying any "investigation," and that precise distinctions be made between investigations and harassments. Since my request is aimed at illegal actions by the Central Intelligence Agency, I should be provided all relevant documents at no cost either for search, review or copying or any other costs or fees. If my request for waiver of all fees is not granted, I request a waiver of search, review and copying fees. The documents I seek are not for commercial purposes. I am requesting your files about me and the Privacy Act allows fees to be charged only in copying the records, not for finding or reviewing them. To reduce potential copying fees I request I be allowed to first review original documents. If applicable, please coordinate with me in advance concerning any fees. Due to actions in Northern Virginia, I am certain I am being investigated/harassed by the CIA's Office of Security and/or other related offices (possibly in conjunction with AFIO) or a contract office. This operation may be directed or participated in by elements in the Directorate of Operations, in addition to the Directorate of Administration's Office of Security. The Federal Bureau of Investigation has denied any role and since the CIA's Office of Security is the only other office with investigative responsibility for CIA employees and retirees, it might be that office or some affiliated contract group. I request therefore, that you not accept bland dismissals by the Office of Security of any role or any statement that this was/is an official "investigation" and seek full details. The actions have been and are meant to be obvious therefore it cannot be an investigation. In complying with this request please also check the indices of the Directorate of Intelligence, Staff D, of the DO, the DO's own registry, the DO's Counterintelligence indices, the indices of the Foreign Resources Division especially the Washington-based field offices and any other relevant offices and contract services. I believe that there will be a concerted effort to hide details of this illegal harassment operation so I therefore request a thoroughly diligent search.
