Harrassment Beginning After CIABASE Creation: Due to the bizarre nature of the following I have been reluctant to mention it. In July 1993, after the former Commandant of the Defense Intelligence College, John Macartney, reviewed CIABASE in two intelligence-related organizations' publications (stating CIABASE recorded both the good and bad and was "invaluable, indispensable"), I have been harassed and followed -- first by the Herndon Police Department -- most police harassment ended when I protested to the mayor and town council. Next civilians in unmarked vans shadowed me. Many, if not all, commercial establishments have probably been given my photograph and some kind of derogatory information since store and restaurant security staff or managers virtually always appear to harass me. I assume I am under "investigation" by either or both the CIA or the FBI. Following the embarrassment of the Aldrich Ames flap they long for a counterintelligence success and to silence a critic. My house is obviously bugged because they seem to know my precise movements -- occasionally I announce (to the walls) a false destination -- which causes a van and personnel to arrive late to urge commercial establishments take action against me. This all has the sound of George Orwell's "Nineteen Eighty-Four" and I realize that many will not believe it -- I would not believe it if someone else told me this story. But that is the beauty of harassment -- the citizen looks like a dolt and has ittle recourse. To some degree I fear that the FBI will arrest me after thoroughly demonizing me (with false confessions from others, planted evidence, or ?) and I am mentally prepared for that contingency -- but that would give me instant notoriety -- something they want to avoid at almost all costs. Certainly the best approach for them is to harass me until they force me to stop. I have taken and will take appropriate actions to challenge their illegalities. Many in the past asked why if the CIA was so powerful it allowed me to speak out -- my answer was, when and if I was deemed a threat, I would be silenced -- I apparently have achieved that status. I now live in "Nineteen Eighty-Four." Both the CIA and the FBI fear the truth -- the FBI fears the truth demonstrates its role as the political police -- attacking organizations and individuals it deems unsuitable. To some degree both the CIA and FBI fear the revelations of CIABASE. First CIABASE demonstrates what can be achieved by analysis of information from overt sources. I have no access, nor want any, to their classified fantasies. But this is a direct affront to their procedures of seeking intelligence primarily from paid informants -- demonstrating that those agencies' information gathering, agent-oriented operations, are mostly unnecessary while also frequently grossly inaccurate. My lack of classified data must also frustrate their investigation and they will have to invent some violation(s) by me to further justify harassment and prosecution. The FBI/CIA fear CIABASE and other similar resources because, while they do include positive information, they record the reprehensible actions of CIA's covert operations and their tragic consequences. In the past congressional and presidential commissions' investigations of the CIA narrowly centered on the latest flap and ignored the historical totality. When anyone in the world can in a few seconds locate details of CIA operations in a country, or CIA run deceptions, or its universal support for death squads, or any other many areas of CIA actions -- and when this information is available to the general world audience -- it is much more difficult to ignore. Presidential commissions and Congressional committees finally may have to deal with totality and reality. My work on CIABASE has always been directed at informing the American people. It is obvious that the Security State will continue to lie and deliberately mislead us. CIABASE provides a resource that can help to instantly identify those lies -- and policymakers, as a consequence, may have to consider real change.
