THE REPORT WENT DIRECTLY TO THE COMMISSION, HEADED BY CHIEF JUSTICE EARL WARREN, RATHER THAN TO THE WHITE HOUSE FOR FORWARDING. The Justice Department's announcement said the FBI's investigation is continuing and further facts uncovered will be reported to the commission. The blue-ribbon panel was set up by Johnson last week. THE WARREN COMMISSION HAS REQUESTED THAT THE REPORT BE KEPT SECRET UNTIL THE GROUP HAS REVIEWED IT AND TAKEN WHATEVER ACTION IT MAY FEEL APPROPRIATE. HOWEVER, IT HAS BEEN LEARNED that the report establishes beyond a doubt that Lee Harvey Oswald was guilty of the assassination. It also concluded that both Oswald and the man who shot him, Jack Ruby, acted as individuals, not as part of a conspiracy with others or among themselves. Sources said the FBI report showed that Oswald's fingerprints were found on paper in which the gun used to kill the President had been wrapped. The wrapping paper Oswald had used to carry the 6.5mm Mannlicher Carcano bolt action rifle into the Texas Book Depository was found near the window from which the fatal shots were fired at President Kennedy in Dallas Nov. 22.
